Do I qualify for a rent repayment order in Preston?

The four-gate test

You qualify for a rent repayment order on a Preston property if all four gates pass:

  1. An offence from the list was committed during your tenancy — for most visitors, managing an unlicensed HMO (Housing Act 2004 s.72(1)) or letting an unlicensed designated house (s.95(1)). Full list: the offences that qualify.
  2. You paid rent during the offence period — rent paid by Universal Credit on your behalf does not count as *your* loss, but rent you co-pay does.
  3. You're in time — within 2 years of the offence (offences on or after 1 May 2026), or 12 months for older ones.
